As Hamelin continues to drop in the pre-election polls, he takes a close look at America's offer for a territorial exchange. Meanwhile, when the Quebec Army detects a foreign submarine in its territorial waters, General Charette takes the decision to counter-attack.

The whole of the `Blue House' is busy preparing for the eagerly-awaited and much-publicised visit by the American president. Meanwhile the armed forces, or rather Charette and his team, are negotiating to buy a submarine.

The American president invites Hamelin and his team to join him at Camp Jimmy to continue their negotiations. Charette tries to find common ground with General Butumbu.

To the great surprise of Arseneault, who had done everything to ensure the success of the negotiations, President Richards derails the discussions. Charette discovers something surprising about Boudreau.

The Blue House is put on alert and tries to find the person responsible for Stéphane's poisoning. Given the impasse with the United States, Hamelin starts talks with Cuba.
