Police officer Jake Riley (Rooker) and his beautiful partner, Desiree have been trying to crack the case for a long time, but now Jake is almost ready to retire. When reporters question Jake about the unsolved case he tells them he doesn't mind retiring without solving the case. The killer Garrotte (Van Damme), has a long standing vendetta against Jake and decides to make his next murder personal - Jake's mother. When Jake finds out about Garotte's plan he enlists the help of a secret government agency. Using DNA obtained from the killer, a REPLICANT (Van Damme) is created to help get inside the mind of the real killer in a race against time.
