Loner by nature, homicide squad detective Azuma, age 39 and unmarried, has no respect for his superiors or police procedure. He lives with his sister who's been released from a mental institution. One night, Azuma witnesses a gang beating but instead of stopping them, tails one of the juvenile to his house, goes up to his room and starts his own version of interrogation. Azuma strike with force as the boy begs for mercy. This is Azuma's way and no one questions his method. He is an outcast in the force secluded from everyone around him. A body is found on a fishing boat, a dope dealer made to look like a suicide. As Azuma dives deeper into the investigation, his leads direct him to Iwaki and Nitou. Iwaki is one of Azuma's closest friend and a leader of the crime prevention squad at the headquarters and Nitou, a well established businessman. As it turns out Iwaki is diagnosed with terminal cancer and sold confiscated drugs to support his infant daughter. Iwaki is disposed of by the mob to insure secrecy between the mob and the police. As if this was not bad enough, Azuma's colleague and dear friend Homma is killed in the line of duty. Homma could have saved himself but listening to his superior, had his safety lock on his gun.
