Interesting idea, but badly executed. The core story is diluted into an overdose of flashbacks, and worse, into one million of insipid interpersonal conflicts: about every pair of character ends up: being friend/suspecting/being angry at/betraying/yelling at/being forgiven/being betrayed... etc.... with no end. Not to mention pseudo-love stories, painful parent-children dramas, and the like ... And that bunch of hyperventilating teenagers are supposed to protect the country against some of the worst terrorist attacks -- subject on which they do not make any actual progress for an infinite number of episodes, despite non-sensical breaking of more and more federal laws every 10 minutes.
