As Shane is planning his next move, the investigation into the San Marcos massacre brings Vic to see Hernan, the agent working inside the Salvadoran mob. Because a severed arm found at the scene belonged to well-connected Mexican government official Eduardo Romero, Hernan says there are orders to drop him from the investigation. Worried that Hernan is in danger of being exposed, Vic helps him gain credibility with the Salvadorans by tipping him off to a raid. However, after the Byz Lats avenge the massacre by attacking a Salvadoran street fair, pressure to end bloodshed leads Claudette to order a politically risky gang sweep. Following Vic's vaguely threatening comments toward Mara, Shane contacts Nancy Gilroy to ask how she funneled money to her late husband, Ben, while he was hiding in Mexico. When Nancy balks, Shane threatens to reveal the truth about Ben's misdeeds. In the wake of the gang sweep, Vic and Hiatt look to put an end to the retaliation by persuading Byz Lat Santi Galas to give up some of his own men in exchange for letting his gang settle the score with the Salvadorans. Meanwhile, after learning that he may have to work with Shane again, Vic is approached by a distraught Nancy. And to protect himself and Mara, Shane turns to the Armenian mob. As Mara tries to keep Vic at bay by confiding in Corrine, Dutch and Billings track down Romero who, though missing an arm, claims diplomatic immunity and insists that they leave him and the cash he is hoarding alone. However, hoping that the threat of losing the money will get him to talk, they bring him in anyway. Finally, even though Santi helps Vic and Hiatt arrest three gunmen from the street fair shootout, the gang truce is jeopardized when Hernan disappears.
