A military man goes rogue to save the world (meaning the USA). Also, he saves the woman he loves by inspiring soldiers to think for themselves. This and a thousand other films just like it.

Typical 90s tripe. The writers should be ashamed and the mostly A-list cast presumably marked this one down as a mistake. Except Donald Sutherland. This is right up his alley.
